Which should you choose?

Paying and tipping at Pearson
Licensed airport taxis and limos at Pearson accept credit and debit cards as well as cash, so you do not need to carry Canadian dollars. Tipping is customary but not mandatory in Ontario - around 10 to 15 percent of the fare is the usual gesture for good service, a little more if the driver handles heavy luggage or waits through a delay.

How the GTAA flat-rate zones actually work
Every licensed taxi and limo leaving Pearson charges a regulated flat rate set by the Greater Toronto Airports Authority - not a meter. The fare is fixed by destination zone, so it does not change with traffic, weather or time of day, there is no surge, and there is no extra charge for luggage or additional passengers up to the vehicle's capacity. To downtown, that flat rate generally falls in the $60 to $75 range depending on your exact zone.
The catch is that these flat rates apply from the airport. A street taxi you hail to the airport runs on a meter instead, so a bad-traffic run into Pearson can cost more than the regulated rate coming out - one reason a prebooked flat quote is popular for departures.

The UP Express runs from a dedicated station at Terminal 1 to Union in about 25 minutes, every 15 minutes. The TTC's 900 Airport Express connects both terminals to Kipling subway station for a single fare. Both undercut a taxi on price, but leave you at a transit hub rather than your door - so with luggage, children or a group, the flat-rate car usually wins once you count the final leg.
When the taxi line is at its worst
The airport taxi queue swells when arrival banks land together - typically late afternoon and evening, and after any weather disruption when flights bunch up. That is exactly when a metered street cab into the airport also costs the most in stop-start traffic.
If you are landing in one of those windows, or travelling with luggage, kids or a group, prebooking a flat-rate car pays off: the price is fixed regardless of the queue or the traffic, and your chauffeur is already waiting rather than you joining the back of a line.
